Dutch Charley was in Clayton's Saloon one night when Ball rendered a comic song about the hanging of John Jenkins. Duane angrily told the crowd that Jenkins was a friend of his. "32 Three weeks later, shortly after midnight on July 21, Dutch Charley, Ira Cole, and several comrades attended a masquerade ball at the Cairo Coffee House on Commercial Street. Cole later testified, "We were all pretty tight. . " Frank Ball was also present, wearing blackface, petticoats, and a woman's dress. Duane approached him while he was dancing and asked to talk, but Ball refused.

42 The city had a law prohibiting the storage of large amounts of blasting powder, which was used to level the city's hills in constructing streets. Several times Duane enforced the "powder ordinance" by seizing kegs of explosives and arresting their owners. Duane also demonstrated his ability at preventing fires. He regularly kept an open eye for fire hazards, especially unsafe stovepipes. In June 1853, he noticed on the roof of a small shack a stovepipe encased by wood, a common cause of fire.

CHARLES Patrick Duane was born in Tipperary, Ireland, in December 1827. He had four brothers, Thomas, Edward, John, and James, and two sisters, Mary and Katy. The family emigrated to America about 1836 and settled in Albany County, New York. The Duanes were devout Roman Catholics. Charley's sisters and his younger brothers John and James practiced the faith their entire lives, but Charley seems to have been indifferent to religion.
